The E. Morgan Heckler Foundation (EMHF) was recently featured in PA DDAP’s Promising Practices from Pennsylvania Campuses, which highlights innovative approaches to naloxone distribution, harm reduction, and substance use prevention at Pennsylvania colleges and universities.
Featured on pages 3 and 4, EMHF’s work with Commonwealth University of Pennsylvania (CU) focuses on making naloxone—also known by the brand name NARCAN®—easier for students to access and carry.
As part of CU’s 2025 pilot program, EMHF helped distribute approximately 1,000 NARCAN® Carry Cases to incoming first-year students. EMHF also spoke to student-athletes and fraternity and sorority members about the dangers of accidental fentanyl poisoning at the “Reducing Harm is Your Lucky Charm” harm reduction event, donating 200 NARCAN® Carry Cases to attendees.
CU surveyed 207 attendees at the event and found that:
-
97% did not regularly carry naloxone.
-
73% said they would carry naloxone if they had a free, discreet holder.
-
59% said the carry case’s appearance would influence their decision to carry naloxone.
EMHF also participated in the 2026 “Reducing Harm is Your Lucky Charm” event and is awaiting those student survey results.
Designed to resemble an earbud case, the EMHF NARCAN® Carry Case is small and attaches easily to belt loops, purse straps, backpacks, and more - making it convenient to keep NARCAN® close at hand, just in case it’s needed. A hard plastic shell helps protect the NARCAN®, and a QR code on the lid links to ‘how to use NARCAN®’ instructions.
Carrying NARCAN® is easy. It's free. It saves lives.
